The 2009-2010 Bickel & Brewer/NYU International Public Policy Forum topic is as follows:

"Resolved: The United Nations should substantially increase humanitarian assistance for persons living in poverty."

A Universal Debate Competition

The IPPF is unlike any other form of debate. While IPPF bases its’ topic on the current NFL Policy/Team Debate topic for the 2009-2010 year, it welcomes debaters from around the world and across the spectrum of debate/forensic events. Thus, the competition is judged on factors including, but not limited to, well-founded arguments, effective communication and grammar. Arguments do not need to be based solely on topicality, solvency, harms, inherency and significance.

Winning teams have included Lincoln-Douglas, Extemporaneous and Public Forum debaters.
